On behalf of our team in Toulouse, France we are looking for an experienced System Engineer.
The service we are recruiting for, provides Operations Engineering support for the EGNOS Satellite-Based Augmentation System (SBAS), assisting the ESA EGNOS Project Office in the development and evolution of next-generation EGNOS systems (EV3 and ANGA). The work focuses on GNSS augmentation systems and includes preparing for the entry into service of EGNOS V3.1 and V3.2, which will enhance Safety of Life services for civil aviation and expand applications to maritime and land users. The role also supports ESA’s coordination with the EU Agency for the Space Programme (EUSPA) and contributes to maintaining EGNOS as a world-leading GNSS system.
Main Responsibilities
- Follow up the development of V3 Operation Engineering work packages and the deliverables to the EUSPA/ESP as necessary. Participate to reviews of EGNOS V3 to cover service provision and operations aspects.
- Contribute, as necessary, to the follow up of V3 subsystems in relation to operations and service provision aspects (e.g. CCF, MSF, TSP, LME, LTT)
- Identify and keep an inventory of technical issues in the domain of EV3 OPS/ILS/Maint, maintaining a priority ranking and perform a tracking of resolution of these issues according to priorities.
- Participation as necessary in Progress Meetings, technical meetings and workshops with industry.
- Support the technical coordination meetings with the EUSPA and the ESP as necessary, contributing to the preparation of presentations and other material input to the meetings
- Follow-up the actions taken by ESA as a result of the technical and management coordination meetings with the EUSPA, the ESP and other partners. Maintain the actions tracking register and provide the necessary extracts as input to meeting discussions and regular reports.
- Liaise with the other members of the EGNOS Division to ensure consistency between issues managed at the interface and implementation and resolution of actions executed by the Project
- Provide technical support to the Head of the EUSPA FFPA/CA Interface Manager on aspects related to the Service Provision and system Operations Engineering
- Interface as required with the EUSPA representatives for matters relative to the implementation of the Service Provider Requirements Document (SPRD), the production of the Library of EGNOS Operations (LEO), the Human Dependability Analysis (HDA), the correction of ONCR with impact in operations and the processing of RFW with impact in operations.
- Contribute as required to the Quarterly Information Report and preparation of memos and technical notes
- Support the Project Office in the follow up of the ANGA project for the aspects of operations engineering and preparations for entry into service
Deliverables:
- Provide a critical assessment of all Operations, Maintenance and Service Preparation related issues within EGNOS Project Office including assessment and recommendations within 3 months of the start of the service
- Reporting during the OPS team coordination meeting
- Monthly activities report supporting the service KPI collection and detailing all propagation related activities and action items status
- Comments to Progress Report in preparation to Industrial progress meetings
- Review organization notes, RIDs, Operations Panel Report and associated presentations
- Presentation of MoMs from various Operations related internal and external meetings
- List of technical issues in the domain of EV3 OPS/ILS/Maint, with priority ranking updated every quarter
- Contribution to System related Plans and Roadmaps for operations aspects
- Technical assessment of documents and RFD/RFW inputs to Technical Control Board and CCBs
- Contribution to Statement of Compliance to SPRD and traceability between SPRD and SRD
Successful Candidate
Essential Requirements:
- Fluency in English, both speech and writing
- Knowledge and experience in EGNOS standards (e.g. MOPS/SARPS)
- Knowledge and experience in EGNOS operations definition, operation scenarios, Maintenance and ILS
- Knowledge and experience in EGNOS activities and tools related to the preparation for entry into service
- Experience in procurement of industrial activities
- Autonomy in writing technical notes, specifications and reports in English
- Good inter-personal skills and team spirit and previous working experience in a multinational environment
- Good knowledge of MS office tools and DOORs
- Familiarisation with both the space and ground segment and all their respective sub-systems
- Familiarisation with general training schemes and methods
Desirable Requirements:
- Fluency in French, both speech and writing
- Familiarity with EGNOS Operational Concept (CONOPS), Library of EGNOS Operations (LEO), operations requirements (OPSREC), Maintenance and ILS Plans and procedures
- Knowledge and experience in EGNOS Reliability, Availability, Maintainability, and Safety (RAMS) requirements with impact in Operations (RAMSREC)
- Knowledge and experience in EGNOS Security requirements with impact in Operations (SECOPS)
